“The new generation of high-resolution (1km) weather forecast models now operational over Europe promises to revolutionise predictions of severe weather and poor air quality. To realise this promise, a dense observing network is required, focusing especially on the lowest few km of the atmosphere, so that forecast models have the most realistic state of the atmosphere for initialisation, continuous assimilation and verification. This Action will focus on developing three instruments available throughout Europe:
i) Several hundreds of ceilometers providing backscatter profiles of aerosol and cloud properties with 30m vertical resolution every minute, ii) more than 20 Doppler lidars, a new technology, providing vertical and horizontal winds in the lower atmosphere with a resolution of 30m every 5 minutes, and iii) About 30 microwave profilers giving profiles of temperature and humidity in the lowest few km every 10 minutes.
These instruments are relatively inexpensive and have proven suitable for unmanned network operations. Current and recent COST and FP7 projects have considered the profiling ability of advanced lidars and radars, but none has specifically addressed these three instruments. In collaboration with Numerical Weather Prediction centres, the action will lead towards operational networking of these existing but so far under-exploited, instruments.”

August 25, 2013. A new cost action on remote sensing using GPS/GNSS Signals has started.
“Global Navigation Satellite Systems (GNSS) have revolutionised positioning, navigation, and timing, becoming a common part of our everyday life. Aside from these well-known civilian and commercial applications, GNSS is now an established atmospheric observing system which can accurately sense water vapour, the most abundant greenhouse gas, accounting for 60-70% of atmospheric warming. Severe weather forecasting is challenging, in part due to the high temporal and spatial variation of atmospheric water vapour. Water vapour is under-sampled in the current meteorological and climate observing systems, obtaining and exploiting more high-quality humidity observations is essential to weather forecasting and climate monitoring.
This Action will address new and improved capabilities from concurrent developments in both the GNSS and meteorological communities. For the first time, the synergy of the three GNSS systems (GPS, GLONASS and Galileo) will be used to develop new, advanced tropospheric products, exploiting the full potential of multi-GNSS water vapour estimates on a wide range of temporal and spatial scales, from real-time monitoring and forecasting of severe weather, to climate research.
In addition the action will promote the use of meteorological data in GNSS positioning, navigation, and timing services.
The Action will stimulate knowledge transfer and data sharing throughout Europe.”

Aug 21, 2013. “Despite cash-strapped times for research, several ambitious collaborative neuroscience projects have attracted large amounts of funding and media attention. In Europe, the Human Brain Project aims to develop a large-scale computer simulation of the brain, whereas in the United States, the Brain Activity Map is working towards establishing a functional connectome of the entire brain, and the Allen Institute for Brain Science has embarked upon a 10-year project to understand the mouse visual cortex (the MindScope project). US President Barack Obama's announcement of the BRAIN Initiative (Brain Research through Advancing Innovative Neurotechnologies Initiative) in April 2013 highlights the political commitment to neuroscience and is expected to further foster interdisciplinary collaborations, accelerate the development of new technologies and thus fuel much needed medical advances. In this Viewpoint article, five prominent neuroscientists explain the aims of the projects and how they are addressing some of the questions (and criticisms) that have arisen.”

A very important technique in the analysis of stochastic systems is to investigate the properties of associated transfer operators. Generally speaking, they determine to a large extent the long term behaviour of the system, such as rates of decay and de-correlation, as well as other ergodic or mixing properties. Therefore, the understanding of transfer operators and their analytic properties lies at the interface of functional analysis, stochastics, dynamics, and statistical methodology such as Monte Carlo and similar methods. In problems such as nonlinear filtering, positive (random) operators appear directly in the filter dynamics, and again their spectral properties play an important role in the long term behaviour of the filter. Furthermore, when approximating the optimal filter, for example by particle filters, error bounds have successfully been obtained by using stability properties of the filter operator. On the other hand, positive operators have also been investigated for their own sake and on a purely analytic basis, independent from stochastic processes.
This workshop is designed to provide a forum to exchange ideas and talk about new developments concerning the analytical aspects of transfer operators on the one side and applications to stochastic processes and statistical methodology on the other side. Consequently, the range of speakers will encompass people with more foundational expertise in the theory of transfer operators, as well as people doing more applied research but with a strong interest in the theory behind it. New mathematical problems arising from specific but important applications (such as from atmospheric dynamics, for example) are also expected to be discussed.
The workshop will be over two consecutive days, with a slightly different focus for each day. The first day will be more concerned with the analysis of transfer operators, while on the second day we focus on applications in stochastic and dynamical systems.

Expression of interest: In the year of Mathematics of Planet Earth, the Engineering and Physical Sciences Research Council (EPSRC) wishes to explore how UK expertise in the mathematical sciences can contribute to the challenges within Living with Environmental Change (LWEC). The effects of environmental change are wide ranging and this is reflected in the scope of LWEC, areas of interest include; resources, civil infrastructure, climate, health, ecosystems and societal challenges.
The aim of the workshop is to identify and prioritise the opportunities where mathematical sciences research could bring new insights and add significant benefits to the forecasting, mitigation and adaptation to environmental change and establish the shape of a future funding activity.

July 22, 2013. The 2014 SIAM Activity Group on Imaging Science Prize (SIAG/IS Prize) will be awarded to the authors of the best paper, as determined by the prize committee, on mathematical and computational aspects of imaging. Imaging is broadly interpreted to include: image formation, inverse problems in imaging, image processing, image analysis, image interpretation and understanding, computer graphics, and visualization.
Candidate papers must be published in English, in a peer-reviewed journal, with a publication date in the period from January 1, 2009, through December 31, 2012.
The deadline for nominations is September 15, 2013.
The award will be presented at the SIAM Conference on Imaging Science (IS14), to be held May 12-14, 2014, in Hong Kong.
